As far as I can see, I can't find a way to avoid that caching, so is there even one ?

Why do you want such a system? Caching is used to prevent unneeded SQL queries. If you update the admins in the SQL, send the RCON command amx_reloadadmins and it will be recached

Cuz it tests the performance, and I wouldn't need to reload, just modify SQL data and that's it.

It performs better with it cached. If you want a system that is not cached, then go make a request in the correct section

Yes, I know caching usually performs better, but it's kinda redundant.

Fine, I will. It can't be so hard to make a plugin or change the thing to allow that.
