"community_sparkle", - Name of particle that you want to spawn (Particle List)
300.0, - For how long particle should stay alive / appear
client, - To which player should particle be parented
ATTACH_NORMAL); attach method (Can't explain more without having full snippet)

If you want to attach it to head try ATTACH_HEAD

There are three attachments in this snippet asuming you took it from [TF2] Self-Made Trail plugin

NO_ATTACH - stuff is not following player just spawns at player location
ATTACH_NORMAL - spawns at player feets
ATTACH_HEAD - spawns at player head
