For the most part, you can setup your overrides and groups to prohibit certain people from accessing commands.

You can add them to their own group, then deny that group access to the command.

If you're using admins.cfg instead of admins_simple.ini, I think you can also deny them the command directly there (even though the documentation doesn't mention it). But, you're right, groups are more maintainable in the long run.
