A way of improving this would be by selecting the "Custom" option from the menu and then hooking SayText2 for ~10s. Any first output from the admin in question would be the reason and would trigger the kick/ban.

Ehm, either I don't get your point, or you didn't notice that the "custom"-option already exists and works more or less that exact way.
