its like a connect message,
when an admin joins the server with A RCON FLAG it says in chat:
Head-Admin test has join to server.

When an admin with ADMIN_BAN says in chat:
Admin test has join to server.

When an admin with FLAG B joins the server it says in chat:
VIP test has join to server.

I think that's what he mean..
