Request. Donator's kills turn victims to gold.

I've been toying around with the idea of allowing donators on my server to basically have all their kills act like a saxxy.
Would it be possible to create a plugin that reads from a list of steam IDs in a config, or other source, and any time they kill someone, the victim gets turned into an Australium statue?

The functionality to turn people to gold is built in. The attribute could just be attached to their weapons somehow.

I already thought of that. But i'm not running a standard server. I'm running the x10 mod. I'd have to do a lot of extra work to get it to work with x10.
