get_speak - speak flag testing tool

Hi! I am written this simple tool for debugging when I found some problems with muting players from voicecomm on my own server

Purpose of this plugin is just show you "speak" flags from players (like as SPEAK_NORMAL, SPEAK_MUTED...).

Command is "amx_gs <nick/#userid>". Anyone can use this because it is harmless

Example of use:

] amx_gs Player
Player's speak flag = 0 (SPEAK_NORMAL)

Requires Engine module for work (because it is using get_speak function).

AMXX Gag: allows you gag players from speaking and chatting.
get_speak: allows you to view technical details about speak flag of player.

Feel the difference ;)
I does not tried to write "yet another gag plugin", i wrote debugging tool for checking speak attributes of selected player.

Unapproved, please consider using charsmax() and copy native(or you can create an array to hold all strings, it will make your code a bit better and clean, even if trivial). Cvars to decide if only admins can use this are welcomed. You could also add description of what SPEACK_ are, for beginners. I know that the names are intuitive, but some people don't know well english or are not able to make deductions.
