Yep. I got the problm too a long time since AMX 0.96 to AMXX 1.60.

When you install plugins that include "cs_set_user_model" code, it will randomly kick almost players then show above message in console.

some plugins like admin_model, cs model menu, and I wrote a plugin that change model when player say sometihing .

It confused me almost a year, please debug that, or maybe it's a STEAM - CS buggy...... because any mod cause that.

Yea, I posted the exact same question in the other forum, wierd shit, pisses me off really bad. Apparently it has something to do with routers, in your case it would be the server's router because it happens to everyone. But I have also noticed that when using model changing plugins it can sometimes cause like 13 players to drop at once with this error message. Once again, extremely wierd, and aggravating.

This is another problem I am having on my server, maybe someone might know the answer to this one, sometimes on map change, people get kicked out of steam completely!!! This has happened to me countless times, pretty random, and not consistently suprisingly. So I have no idea wtf is going on there.

Well, although you don't want to hear it, the only way I know of to fix the problem is to remove the model changing plugins

If it is a router problem then you need to look at this forum to get the answer:
