Hey one suggestion.

1. Put a range like rate should be between 3500- 25000
2. If the client's setting is not between that range show him the menu
3. If he accepts then set it to a prefer value (say 20000)
4. If not accepting kick him ;)

That will make the plugin cool. Let me know if you need help.

You can already do this with server.cfg. sv_minrate and sv_maxrate will force them to use a rate value within that range. Hence why this plugin is useless.

If sv_minrate is 10000 and I have my cs rate as 3500 that means server will send with rate 10000 but as My rate is 3500 I will get chokes.

Is the above statement right or wrong? Or it will force me to use rate as 10000?

wrong, it will force you to use rate as 10000

If you have choke, it can be because sv_minrate is set too low compared with sv_minupdaterate.
