There is command to reload admins from SourceBans.

Ok... I tried disable sourceban now and testing, but yes... Problem is still here

What if you try temporary remove Mattie's EventScripts and test again ?

I didn't edit core.cfg and publicchatrigger and silentchattirrget is ! and / right my core.cfg

I tested disable eventscripts now

and it's work! This is eventscript's problem

sv_master_legacy_mode is unknown command in me.

I don't think that cvar helped in that problem.
That problem has something to do connection to steam/vac security.

And that sv_master_legacy_mode not exist anymoer after 13.10 update
