Then it's likely the DOCTYPE declaration. It must be removed if you want it to scroll (without iframes).

I didn't have any doctype declarations. I just put the code exactly as you put it and just replaced the URL.

So I just put that at the top of the HTML before I start putting the actual HTML code, and it should work? Or are you saying that I should just make a HTML with all of the rules listed?

No. If you want it to scroll you do NOT put the doctype declaration. Hence why anything posted on vBulletin will NOT work. You need to make a simple html page with all your rules then post it on your webserver.

A good side affect of doing it's own webpage is that people don't have to see all that other crap on the forums just to read the rules .

i think if you use frames then it should be scrollable
