I got a server with AMD 64 x2 4800+, 1GB RAM. This runs quite fine, and I haven't seen it use more than 20% of the CPU, even with booster on it, and its running 1000FPS.

How many servers do you have on it?

I currently only have one, however, that one is running about 100 plugins and is a 32 slot server. I believe I am limited by my connection speed, and not by the server itself.

Counter strike 1.6, different mods, and slots depending on what mod and popularity. I want to have atleast a couple of servers.
