I'm not sure if Valve is going to address this though I figured I'd make a request here and see if maybe a plugin could be written to correct the issue. When running TF2 AvsD maps on a Human vs Bot server the cvar listed below works against the environment we're trying to maintain.

Once the Humans (blu) fail to advance against the Bots (red) the teams are swapped. Now anyone joining the game already in process is forced onto the Bot team being the bots swap to (blu) for a round.
