No. You must ask the client to send it to you somehow.

That wouldn't get you a screen shot of the player. You could record a demo and see the data that is being sent and received from that player. But, that's not why someone would want a screen shot.

You shouldn't have this problem, you can't avoid this problem, since Revolution players have Steam IDs.
The only way users with VALVE_ID_PENDING/LAN will enter your protocol 48 server is by dproto.

If I wasn't clear, there are two possible cases where non-Steam users will enter your server:
1) Your server got dproto installed. non-Steam members have VALVE_ID_PENDING or VALVE_ID_LAN as their Steam IDs, you can detect them via plugin.
2) They use fake Steam backends to emulate proper Steam accounts, and by doing so they have Steam IDs. You can't detect them using a plugin, unless you know their IDs and hard-code them. Even if you do so, there are some "cracks" that use dynamic IDs, so non-Steamers will be able to enter your server anyway.

Since you can convert Steam IDs to Steam Community IDs, can't you simply check if the Steam Community ID exists (by trying to parse page and get the content, or similar)?
Unless they have other people's Steam IDs, then that obviously wouldn't work.
