[Question] how to limit players strictly to 5x5

I dont know how to make maximum 5 players for one team....

for CW 5x5 server ... is ther a special plugin for this ? mp_limitteams do nothing with this

I see 7x5 players sometimes.... (they use 2 slots for adm and hltv ...)
