* Gagged player is muted with set_speak, requires <engine>
* User is warned if he changes his name durring gag
* When an admin with acces ADMIN_SLAY gets gagged, ADMIN_KICK acces will be removed so he can not ungagg himself.

(can anyone tell me how to read all acces flags and then remove them when gagged, afterwards set his acces flags back when ungagged ?)

his gag will remain untill the ungag_task is triggered.. or untill he gets ungagged from an admin.

Player X gets gagged. Player X leaves. Player Y connects and gets Player X's id. Player X connects and gets a new id.
