I think that 2 of plugins that you are going to see are the best ones!!!
First you may already saw. It is bann.amxx or dynamical ban!!!!
It will ban the player not by ip and he can't connect to any server using this plugin!!!!
the second one is the best of best!!! It name is fuckoff.amxx
Here are his features:

amx_fuckoff (nickname) - Binds keys to kill
amx_screw nick (nickname) - Tries to reverse user controls.
amx_pimpslap (nickname) - Pimpslaps user, runs in circles
amx_smash nick (nickname) - Attempts to cause the user massive lag
amx_censure (nickname) - Savagely fucks a user hard, use on hackers. (Instantly drops from the game, after reconnect it will work with extreamly lag on any server)
amx_spin (nickname) - This causes the user to go flying into the air spinning uncontrollably
amx_unfuckoff (nickname) - Attempts to repair the fuckoff
amx_unscrew nick (nickname) - Attempts to repair the screw
amx_unpimpslap (nickname) - Attempts to repair pimpslap
amx_unsmash nick (nickname) - Attempts to repair the smash
amx_uncensure nick (nickname) - Attempts to repair the censure
amx_unspin (nickname) - This causes the spinning user to come back to earth safely
