[CS:S] How to change apperance of bottom bar in spectator mode

I'm editing default HUD because of the overlaps, in spectator.res there is this bottombarblank section. Editing it wont change anything, but there is this comment.

My issue is that I can't find that UI element in any of files. Could someone give me any input on that topic?
