1. Yes.
2. It can be easly converted to Java (as Java will run on all platforms). All you need is the calculations. You don't even need to use a GUI. The terminal command-line will work perfect.

1. Use the rates you think they are correct (If you think mine are not correct only because they differ from Dreke's rates, I don't care).
2. "My server upload speed is 13 now !!" does not give any usable information since I don't know if that is slower than before or faster, because you do not provide how fast your connection is / should be.
