Team balancing not working every round

I noticed for CS:GO that the team balance does not work at the end of every round, so opposing team sometimes it's up by 3-4 players.

Can this be fixed?

what is your mp_autoteambalance & mp_limitteams set to?

Here are the current settings:

Should I change this from mp_limitteams 2 to 1 or 0?

Those are default and seem fine... Don't know why it would be off by 3 or 4 when limitteams is set to 2. You don't ever see an auto balance at next round message? You could try one of the two plugins; H-Balance or Teambalance. My cs:go server keeps the balance, so I wonder what the problem with yours is..
