Add some delay in the addons/sourcemod/configs/saysound.cfg for your Joinsound like

"delay" "6"

and try again.

Nothing if you're already on Version 4.0.*
The "flags" param is optional but if you want to use it you should update the transslation file as well.
All new flags specific cvars default to "".
There's no reconfiguration of the cvars or saysounds.cfg required if you update to 4.0.6.

You haven't installed the saysoundhe.phrases.txt file to the sourcemod translations folder.

Remove the "actiononly" param from that Karaoke sound in your saysounds.cfg
