As for your code, you have a convar for admin flags, but a better way would be to use CheckCommandAccess.

Ok.I uploaded v75&csgo archive. This is my first plugin. Administrator immunity is works. I checked it on my server.

Nice plugin you've done... but why you are using say command argument instead of console variables? in CS:GO you cant change team using this plugin because VGUI panels (overview, change team) is not allowing to use say/say_team commands. If you will use RegConsoleCmd instead, it will be way faster (because currently plugin is checking every 'say' command argument)

Root_, I do it so, that to ignore the case sensitive. I tested it in CS:GO. It works very well!
