When a banned player connects to the server, he kicks, but the server continues to assume that the player simply connects. So there are 'ghosts' that occupy the slot.
my slot is 26/32 and in gametracker is 32/32

This plugin has nothing specific for concrete game. It should be suitable for any.

Did you at least, read the description of that plugin. It has as much simple code as possible.
What is your methodics of testing?

Did you try to check the states of banned players after 60 sec. of stuck, like:
- steamId
- ping
- IsClientInGame()
- IsClientConnected()
and so?

Did you checked the log logs/stuckplayerlog.log?
Did you try to manually apply KickClient() on banned client and see what's happen?
