It's a module, don't worry about it it's turned on by default.

version
amxx version
amxx modules
meta list
amxx plugins

It works but the cvar does not on map change. Server needs completely shut down.

If you put it in server.cfg, of course it needs shutdown. That file is read on server start. Put it in amxx.cfg.

Works fine for me on mapchangecfgfile mapped to server.cfg

Works as in if one changes the name there from something other than what the server booted with it does not require a restart to show?

Works for me on map change, restart, or even changing it via server console
