win2003:fps unstable 60~512 (no booster)

Sometimes I have 512fps without booster,other times 60fps and use booster HLMs 256fps.
may be happening?

characteristics:
cpu: core quad Q9400
ram: 4gb
hlds: hlds update,metamod 1.19-p32,amxmodx 1.8.2-d.
using hlsm

Yeah sys_ticrate is possible to cause troubles.

In Windows 7 you can set this function to - 10000 ( And get server fps 1000 )
In Win2k you can try by setting it to 1000 ( And get server fps 512 )

Boosters for windows is kind of messy, they aways get in trouble better not using them, only use what you machine can give you.
