You cannot modify client files, clients download files precached if they don't have them.

Depending on what you want them to Download if it's not something related to models or sound or anything related to HALFLIFE, then I think this CLIENT SIDE can not be answered for it here.

Files that a client already has cannot be overwritten. You need to explain exactly what files you're trying to "replace" because there might be a way to have a plugin force all players to use a different file (e.g. models and sounds).
