In case anyone wants my modified version of this, it's here http://kz-na.com/blockmaker_v4.01_g.rar includes the ability to change the rendering on a block as well as change the values on a block (ie speed boosts can do different amounts). Instructions are the same as here. The saved block files are not quite compatible with necro's 4.01 but it's pretty clsoe and i can tell you how to convert between the two versions if you pm me.

3.60 didn't have small/large blocks. Although it's the version i originally modded to add them.

Blockmaker is not working on my server. I had it as the only thing installed with AMX 1.8.1 and absolutely nothing else but it just crashes and never comes back up. No clue why it worked before now its not.
