I'm looking for a plug-in that allows me to install custom weapon/player models on my server and use a plug-in that lets me use custom sounds for the weapons.

Also is there a plug-in that changes the radar, corsshairs on snipers, and the incomping damage sprites?

only knife sound can be changed, cause the weapon sounds are registred in the weapon models.
