[TF2] A donator perk command

The idea would be to type in "!donate"[or what ever anyone wants] and a list of perks come up without having to navigate through a menu panel or anything. (Only action in there, 0 to close)

Added extras:
cvars to turn off and on
A customizable .cfg to add or remove things from the list

I know there is the Help Menu v0.3, but I haven't been able to get that to work for me.
