Here, this one will force the sv_visiblemaxplayers to 10.

NOTE: Your console will be spammed with "Setting sv_visiblemaxplayers to 6 for MVM" because it is constantly trying to set to 6 but fails to, so it continues on.

I tried to use con_filter_text_out to remove the message spam but I can't get any of the con_filter commands to retain values on my dedicated server. Does anyone else experience this?

I don't think con_filter works on servers, unfortunately. Only hope is to wait for a Cleaner update. Aaaaany second now...

I've attached a link in the OP to a plugin I wrote to change visiblemaxplayers. It's basically the same as Chaosxk's, but a tad faster, I think. It's also a separate plugin so that it can be run alongside 10vM if need be instead of requiring it to be in 10vM.
I didn't test it, though. That's up to you guys to do.

I don't know if this helps, but the "Setting sv_visiblemaxplayers to 6 for MvM" messages eventually started to display 7 instead of 6, but it crashed.

Yes, if you have actual spectators in MvM, then the server changes the visiblemaxplayers to account for there being a spectator (so if you have 5 RED's and 1 spec, the server will change vismax to 7 so that a 6th red can join. You can use this to your advantage, just put everyone in spec to allow the person to join, then everyone can join RED once everyone's in).
This method's actually preferable to forcing the vismax cvar, and I'm going to see if there's a way to fake it or something.
