Will this plug in work automatically if I edit the sourcemod.cfg and place this in it?

The plugin works when its loaded.

Putting that in in your sourcemod.cfg won't do anything. just type sm_hb in the console, or you can type !hb.

I assumed if I placed it in the sourcemod.cfg then server would automatically execute sm_hb or !hb for me. That way this plug in would be used even if I were not there. (or even if I was there, it would be nice if it work automatically.)

Man, you need to "read" before you post ....

THE PLUGIN DOES WORK AUTOMATICALLY!!!

It makes each client send a HB every 20 seconds!!!! AUTOMATICALLY!!!

You don't need to put anything on your .cfg files ...

It does work automatically, only when someone quits from the server.
Not every 20 seconds, thats the delay before someone can call a heartbeat again, so the master servers are not spammed from this plugin.

I find that spamming the heartbeat command doesn't help really. Plus this will create more traffic on the master servers.
