There is no "requirement for 1 server".
It all depends on the ammount of slots and the plugins running, so the link fysiks gave you is still valid.

I have 2 32 slots and 2 21 slot server and 2mbps upload speed. Is that good or players will lag?

I'm pretty sure you can do some simple calculations yourself.

thx i got it. i should have 4.5 mbps upload speed but im getting speed 2.5mbps. so the sv will run or there will be lag?

You cannot compemsate a missing requirement with something other. A Porsche cannot drive faster than a truck if the truck is infront of the Porsche.
Your bottleneck is your upload-speed. Get a faster connection or create less slots on your server(s).
