I tried installing VIP Mod but when I check into "meta list" it just says FAIL. If I do "meta refresh", it gives me:
[META]Failed to load plugin addons/vip_mm/bin/vip_mm.dll. Could not find interface ServerGameDLL004.

Anybody knows what I did wrong?

You have an old version of the plugin.

Look for the update to 1.0.H from the download page and upload the dll/so file to your server.
