I have written a plugin. If I wanted to kick a client/player I would check whether it was SourceTV and not kick it. I seem to remember that IsHLTV never actually worked....but this wasn't a problem because you couldn't actually kick sourceTV. In one of the recent updates it seems that you can now issue a kick command to SourceTV and it disconnects.

Basically other than checking the name of the entity how do I tell whether an entity is HLTV?
