Is it possible to make a plugin that allows an admin to hide him/herself from the playerlist on the server (and open up a spot) and only be able to spectate everyone? Or is there already a plugin like that?

Not possible with a plugin. An extension might be able to hide the player from the list, but freeing up a slot while connected to the server just doesn't make any sense. You should look into setting your server up with SourceTV.

Aside SourceTV [great solution for you I might add] I've seen a plugin that makes the admin invisible in the spectate spot of the score board. It cant free up a slot on the server, as that would technically need a hidden extra slot always, similar to reserved slots, i think.
