I did the steps listed on the previous page with the nav command, but my Horsemann still will not move unless it's on the Manor Event map. Any ideas as to why?

Did you make sure the nav file exists? (After you generated it)

Can I make a Horseman to show up on the map without a vote and help the server administrator?

Files are there and plugin seems to do what it's supposed to do.
Get this on any map, also cp_manor_event.

I am lost here with all the different versions posted. How can I set this up to call the HHH with an RCON command on a dedicated server?

You can't really do it from rcon, you'd have to have a player (admin) in game that can point somewhere and spawn it (it spawns where he points).
