Oh god. The idea of non-steam has really gotten to everyone in this forum.

Think of it like this:

CS 1.6 is a mod to HL as CSPromod is a mod to HL2.

There are plenty of mods or games made on the Source engine. An example would be something like: Pirates, Vikings & Knights II. CSPromod is just another one. All of them are completely legal and the fact that you're arguing against this just boggles my mind.

And getting back to OP's question, Swift Panel isn't supported anymore. As far as I know, the project is dead, so if I were you I'd look into an alternative.

Going by his logic, any game that isn't made by Valve that uses the Source engine is pretty much illegal. If that was the case, games like Pirates, Vikings, and Knights II wouldn't be in the Steam store ready for download.

You don't get it.
I don't say that any mod using the source/gldsource engine is non-steam! That is bullshit. Starting with Age of Chivalry over any free mod that used ONLY it's own files and models and materials that come with the FREE games of the orange box is absolutely LEGAL.
Why CSPromod is illegal is the simple fact that it uses material from a LICESENSED game, which is, if you READ the part of the user agreement of the HLDS software and that part that Hawk posted, ILLEGAL. You are only allowed to use ressources from a game you OWN. If you create a mod you have to make sure that ANY part or content of a game you use to create this mod has to be OWNED by the user that want to run your mod.
Do you need CS:S to run CSPromod? Not for the client, but for the SERVER. No server = no game.
And for "that wiki is all he need".
Do you may know tat any wiki page is created by simple users/persons. Any info on a wiki page is only as good as the one who wrote it.
I doubt that anyone would write that usage of his mod is illegal. That would be dumb, wound't it?

I don't see anything about it being illegal there.
They just say it's advised for you not to in case the players don't have the games which have the content your game needs.

Who knows that? Maybe because they beleive in the good within humans? Because they think that it should be clear to anyone that i should not use programms that i do not own? Who cares? You still COULD own both games for content to mix, therefore this advise. This does not change that they ALSO postet the license agreement which clearly forbids using content of a game you do not own for a mod you create.
EDIT: or they simply don't wanted to mix generell license stuff with other hints and tips for the use of legaly created mods. Mods that either run on complete free stuff or force you to own the game from whic they used stuff to create the mod.
