I have installed this and my server still gets DDoSed. I type meta list and I see it installed.

This plugin protects against a DoS, not a DDoS; for the latter you'll have to coordinate with your GSP to protect your server.

Is this plugin: better, worse, or the same as DAF?

Will running this plugin with my DAF have any benefit, or do they both do the exact same thing?

Chose one or the other, they do the same thing. However, DAF doesn't work for some individuals just how this one doesn't work. If you're having problems with DAF, give it a shot; otherwise, stick with that one.
