So, I'm trying to use 4shared as a fastDL for a TF2 server (I'm new to server configuration), with this URL http://www.4shared.com/folder/7RG6nZAM/tf and I need to know what's wrong. Thanks!

4shared does not allow hotlinking unless you have a premium account. This goes for both the owner and the client. You need to buy a host.

You do not need to buy a host if you do not wish, there are certain free alternatives, I believe dropbox is a cloudsharing program that would probably suit your needs and space requirements (Pretty sure it's confirmed to work for FastDL setups)

I just found this thread, and it may be dead, but can I ask a presumably stupid question or more? Because I need FastDL for my server, too.

1. Could this FastDL variant get me a VAC ban, I mean, I heard somewhere were Dropbox could give you a VAC Ban, or is it just me?
2. Does this method still work as of today?

I dont think so, since that is server-side (not client-side).
FastDL works.

You wont get a VAC-ban for using FastDL.
