Correct me if this is the wrong cvar but if I turn this CVAR to 1, can I continue to use plugins that are no longer supported like xRedirect and amx_quit and such ?

A client cvar does not affect a plugin on the server. cl_filtercmdstuff just blocks various commands that the server sends to the client

Whatever the cvar setting, xRedirect and amx_quit don't work anymore.

It is the Client that is blocking the commands, not the server. You can still be running the old HLDSUpdateTool server and as long as the Client is up-to-date, the commands will be blocked
