That will tell you if they are on the Global banlist, but it won't give details as to why they are there.

No, I don't think it would be wise to post up such a list. The banlist is always changing as well.

Inquiry, what would it take for someone to be added to the global banlist?
I've got several bans with sv_cheats 1 violation, is this something that won't go to the global ban list due to possibly conflicts arriving with sv_cheats 1 server side by-passers. Or do only bans from certain trusted servers go into KAC public bans?

Yes, only bans from a few trusted communities servers add to the global ban list.
