Logic dictates that you disable plugins until you find it. Logic also dictates that you are posting in the wring section

This is easy
It's apart of AMX SUPER MENU
Go to addons/config/amx_super.cfg and find the spawn protection
Or just change cvar sv_sp 1 to sv_sp 0
