What is this console thing?

It means the command was either run from the server console or from RCON.

Out of curiosity, how long have you been running SRCDS servers?

not long man, just came off amxx recently, this sm is really pain for me at the moment. No more things the way they used to be in amxx. Could it be ran from HLSW? Cos nobody got rcon and no direct access to server console.

HLSW = RCON

So if someone runs a command via HLSW it will show as the 'console' user

Nope, say is rcon. Cant do anything on HLSW without rcon.

With HLSW you don't use say command. You use command directly in the Console tab.
