The server turns on when I turn off orpheu, the server turns off when I turn it on

Turn on Orpheu through modules.ini but turn off TTT, so no plugin is using Orpheu's natives. If it works that way then it's probably an error in TTT and you should post in plugin's thread/write to the author.
