So,

I'm running a server off of a laptop, (Yes, I understand this is a terrible idea and that it will barely keep up with a 12 slot) and I was wondering if there was a source mod that would prevent users who login from downloading the maps directly from the server, (if they don't have the maps that are being used) as it slows it down terribly.

Perhaps something that would direct them to a download from a site instead?

Just trying to hold off on too much traffic for the poor gal.

You would need the URL of a "fast download" site to use where you store the maps. Once you obtain that, add this to your server.cfg:

// **************************************
// web server (http) download URL
// **************************************
sv_downloadurl "http://www.youruploadsitehere.com" // Location from which clients can download missing files.

You can just link it to something like
sv_downloadurl "http://site.com/TF" .

You may also be interested in the "sv_allowdownload 0/1" command.
