Thanks for the reply but the problem does not apears from when server starts, it begins after a couple of hours and i belive my disk is in good health and no permission problem.

Well the thing is more than just a unable to open file,
Even sourcemod cannot function anymore for example it works using sm_rcon but sm_cvar does not + using sm_beacon will instantly crash all server's clients.
It happens right after map change and happens after random maps ( so i cannot say that it's a map issue) and the sign of beginning of it is suddenly server ignores server.cfg and set next map vote wait time to 90 seconds. (the game is csgo btw if it helps and i can provide any information if required )

found the problem, it's a PTaH BUG when a plugin makes too much error in ServerConsolePrint Hook it will break the entire sourcemod and make some it's functionality broken
