Either you are wrong or he has multiple accounts (I'm leaning towards the former with the amount of deception you have given so far)

The server in that screenshot is kicking players that are not registered at a website. The URL of that website is within the kick-message.
This website lists half a dozend servers, all non-steam. amxbans on that website shows invalid steam-id's nearby without exception, mostly STEAM_0:4:XXX and on top of that a link to download a non-steam cs1.6 version.
Yami, do yourself a favour and stop wasting your time with this useless crap.
