I tried all combinations with allowdownload/upload/url and I cant make it download files from the main server, and I stoped and started the server at every change in server.cfg, like its stucked at sv_downloadurl "fast.download..." even though I delete that and set it to "0" or ""...

Strange - before the final amx 1.8.2 the sound were playing right after hitting enter with the keyword (including the -pre-1.8.2-hg ones)

@AllMassive
type this in console and see it it is delayed too:
spk "vox/woop"
spk "sound/misc/haha.wav"

if they are not delay, try:
amx_speechmenu and play a sound

edit:
are you running CZ?

ah ok I have not tested with mp3s
but I have a delay with mp3s too

this is not an issue with sanksounds, amxX nor metamod

it is an issue with the client. you can test it:
1) start CS
2) do not connect
3) open console
4) use this command: mp3 play "PATH-TO-MP3"
(eg: mp3 play "sound/test.mp3")
5) sound is delayed

I do not know of any solution yet

Well - perhaps Valve will fix it:
