My server big lagging i check the rates i tried many types then i try the last from Rates Calculator.

Metamod:
Metamod v1.21.1-am 2013-09-26 (5:13)
Amxx:
AMX Mod X 1.8.3-dev+5044 (http://www.amxmodx.org)

Rates from Rate Calculator:
sv_minrate 0
sv_maxrate 25000
sv_minupdaterate 4
sv_maxupdaterate 100

Start cmd:
./hlds_run -game cstrike +ip IP: +port PORT +maxplayers 32 +map de_dust2 +mapchangecfgfile server.cfg +fps_max 450 +sys_ticrate 1000 -pingboost 3

I run Amx 1.3 latest version without any plugins just default i test it with 14 players there alot LAG but the ping is good like 50-60ms Also to know that i tried removing -pingboost and -fps_max just leave +sys_ticrate 1000 and also removing +sys_ticrate 1000 but there no difference Also to know that Processor is fine like 10% usage on 15players and ram is also good there no problems with it something other makes problem

Intel(R) Core(TM) i7-4930K CPU @ 3.40GHz, 2 cores

server side fps_max is irrelevant as it does nothing remove it
as for the rates sv_maxrate 25000 was never the correct rate even before the 2013 cs update i never understood why everyone typed "rate 25000" ....
anyway since the 2013 update maxrate is now 100000 i suggest try the following rates

sv_minrate 0
sv_maxrate 100000
sv_minupdaterate 60
sv_maxupdaterate 101

they work fine for me
also try sys_ticrate 10000

if server still lags then there must be something that's causing it maybe a plugin or something

try this:

sv_minrate "5000"
sv_maxrate "25000"
sv_minupdaterate "20"
sv_maxupdaterate "60"
sys_ticrate "1024"

Maybe the 25000 rate comes from Quake Engine (aka id Tech 1) or id Tech 2 engine (not sure)
