I don't know, I work with AMXX only since several month, and I'm still not soo good ;)
But in AMXX Doc there's a example.. and it works so..
A friend of me has found the same bug.. that can't be normal.. or?

They might not be an admin by the time 5 seconds have passed after client_putinserver. This is from steamid issues and whatnot, it's kind of random.

For more deterministic results, you should simply modify admin.sma to run your code or export some kind of "became an admin" callback.

Otherwise, is_user_admin doesn't have any bugs like this and we can't reproduce them.
